Douglas Dillard
Chief Financial Officer
As Houston EB5’s Chief Financial Officer, Mr. Dillard works with the Project Development Department to ensure that Houston EB5 sponsored projects are fully capitalized with EB-5/ non-EB5 equity and traditional construction debt. To date, Mr. Dillard has overseen the deployment of an excess of $1 billion of equity and debt in Houston EB5 sponsored projects. In managing capital deployment Mr. Dillard also ensures that the use of each investor’s funds is well documented. Additionally, he manages the accounting team to provide all information regarding job creation and investment for USCIS submissions.
Mr. Dillard has nearly 20 years experience working as a finance and accounting professional. His extensive industry experience includes private equity, real estate, residential mortgage, manufacturing, distribution, retail, credit, and water utilities.
In 2018, Mr. Dillard was nominated by the Houston Business Journal as CFO of The Year. Mr. Dillard graduated from the University of Houston with a Bachelor of Science in Political Science and holds a MBA from the University of Phoenix in Accounting. He is certified in Microsoft Dynamics and Jet Reports and was previously a licensed loan officer in the mortgage industry.
